OK... as I have said, I have contacted Rare and am awaiting a reply.
Unfortunately I expect the reply to be... "Contact XXXXX"
So I will keep you all informed of the process I make.

I am finding it difficult to get in contact with a representative of Rare, and have managed to find this email address. If you are not the person to contact could you please send me a relevant contact email address.
The reason I am writing is to find out how I would go about obtaining permission to use the original Perfect Dark Game in the form of a Modification to the Unreal Tournament 2004 Game. I would like to stress that modifications to Unreal Tournament are free releases, and myself or anyone else working with me would in no way be gaining any form of income from such a project. We would simply like to use the game to advance our knowledge in game designs and modifications.
If you could please let me know where I should take this enquiry from here, I would be greatful.

OK, WE HAVE A PROBLEM...
Hi,
Thanks for writing - always good to hear from someone with a genuine
interest in what we do. However, the issues of licensing, copyrights and
permissions are never easy to deal with...
Disappointing as it may seem, the core of the matter is that Rare takes
great pride in its IP and simply cannot consent to it being put to
external use, regardless of intent. The whole issue is so thorny that
it's simply not possible for us to grant permission in some cases and
not others, a situation compounded by the fact that as a wholly owned
subsidiary of Microsoft, any alternative decision in such matters would
not necessarily be Rare's to make.
Sorry to disappoint, then, but we do appreciate the enthusiasm - thanks
again!

not really... the thing is, all rare can do is send us a cease and decist order... as we are being careful not to use any of their material...

I checked with the lawyer dudes...
As long as we dont touch PD code or rip apart the cartridge... we should be ok.
As for riiping stuff out of the emulator, the emulator makers can have us... but if they want to they have to answer to rare first.
As long as we dont do anything to rash, we should be fine
