This doesnt actually differ from the Windows XP licensing model actually.

not quite true you can call up and get you're licence reset at the moment, from what i gather you won't be able to do that anymore

You can still call them, you just say you were replacing a faulty part (ie the motherboard)

true i just recon there trying to cut down on call center costs they must be spending a fortune at the moment
